           Masyarakat Bali mempunyai budaya, sistem norma dan kebiasaan yang dihormati dan disepakati oleh setiap warganya, dimana adat dan istiadat yang berlaku terkait erat dengan agama yang dianut oleh masyarakat setempat dan diwarisi secara turun-menurun, sehingga bagi masyarakat Hindu Bali, agama dan kebudayaan memiliki keterkaitan yang harmonis sebagai landasan dalam kehidupan masyarakat Bali.

Dengan adanya keunikan seni budaya Bali inilah yang  mengantarkan Bali sebagai salah satu daerah tujuan wisata, baik wisatawan nusantara maupun wisatawan mancanegara.

          Keunikan seni budaya Bali yang merupakan ciri khas pariwisata Bali tentunya harus dipelihara, dikembangkan dan dilestarikan keberadaannya secara berkesinambungan demi ajeg Bali. Dalam upaya melestarikan kekayaan seni budaya maka pada tahun 1969 dibentuklah proyek Pengembangan Pusat Kesenian Bali di Denpasar, dengan nama Werdi Budaya atau Art Centre.  Ini merupakan gagasan dari almarhum  Ida Bagus Mantra  pada saat itu menjabat sebagai direktur Jenderal kebudayaan, Depatemen Pendidikan dan Kebudayaan. Proyek ini mulai dilaksanakan pada tahun 1969 dengan dana dari pemerintah pusat secara bertahap dari Pelita I,II,II,IV,V dengan luas seluruh areal proyek kurang lebih 5 hektar. letaknya kurang lebih 2 Km dari pusat kota Denpasar, yakni jalan nusa indah, wilayah desa sumerta kelod, kecamatan Denpasar timur. Kemudian sesuai dengan surat Keputusan Menteri Pendidikan dan Kebudayaan Republik Indonesia, nomor. 0276/0/1978,tanggal 16 agustus 1978 Proyek Pengembangan Pusat kesenian Bali ini dilembagakan dengan nama Taman Budaya Provinsi Bali.

          Keberadaan Taman Budaya provinsi Bali diharapkan dapat mengadaptasi unsur positif seni budaya asing dan dapat menangkal unsur negatif dari seni budaya asing sehingga seni budaya Bali tidak mandeg serta dapat berkembang sepanjang masa. Pada era otonomi daerah, Taman Budaya Provinsi Bali mengalami perubahan setatus  kewenangan dari pemerintah pusat menyerahkan ke Pemerintah Daerah. Dasar hukum tentang perubahan status tersebut adalah bersumber pada surat Keputusan Gubernur Bali nomor 34 tahun 2002, tentang uraian tugas-tugas Unit Pelaksana Teknis Dinas Taman Budaya. Dengan adanya peraturan Gubernur Bali No. 44 tahun 2008, Tentang rincian tugas pokok Dinas Kebudayaan Provinsi Bali, Unit Pelayanan Teknis Daerah Taman Budaya Provinsi Bali mengalami perubahan menjadi Unit Pelaksana Teknis Taman Budaya Provinsi Bali.
